Ok, lets review the facts of the Christmas Day terrorist attack on Northwest Flight 253. Northwest Flight 253 originated in Amsterdam terminating in Detroit on Christmas Day. Within the last hour a passenger Umar Farouk Abdulmutallab, returned from the restroom complaining of stomach pains passenger Jasper Schuringa of Amsterdam tells CNN that he heard a pop and saw smoke, and that other passengers were screaming "fire” so He climbed over seats to stop a man from trying to blow up the plain. The plane landed safely.

Those are the basic facts as I am aware.
This is a very serious failure of the agencies that are responsible for the security of passengers on airplanes, railways and men woman and children of our country. The head of these departments are all very intellectual with no doubt degrees from Ivory league schools. They are supposed to be the best this country has to offer, yet they continue to fail... The first attack on the Trade Center, 911, the "shoe bomber", Fort Hood terrorist attack and now the “underwear bomber”.
It just totally amazes how elderly passengers must get out of wheel chair; passengers take off their shoes, jewelry, belts, empty all contents of their pockets and baggage x-rayed before entering the plane Yet a person on a watch database can walk up to a ticket counter buy a ticket to the United States in cash, have no baggage, get an explosive accelerant past the TSA screener and on to a plane.
I am sure the agencies that are responsible for identifying these indicators have layers of bureaucracy and managers that attend many meetings and submit reports on time. The problem is that it appears the lack of people with practical application techniques are not employed by these agencies or are not in the position to affect an outcome.
As I review the situation based on the information that is issued to the public combined  my knowledge of security models I find that there is still a lack of communication. the agencies still do not share information with each other on a timely real timer manner, this is a must and was one of the findings in the 911 report. Yet this continues to be a week point. Having worked with officers from DHLS and the FBI  I know they have their so called “territory" when it comes to gathered intelligence. This attitude must change for them to continue to be successful. Also countries must share information on flagged individuals.
Just as with the Fort Hood terrorist attack several indicates were missed. The leadership of our country must take security seriously and should not depend on a system that is currently in place. The Bush administration were not good managers nor leaders they created agencies that were not accountable to anyone and a sharing of information model was not created nor thought about. It is time that the heads of theses agencies be replaced with leaders and managers with practical application techniques regardless of were the manager attend college or what type of degree that was attained. let the administrator write protocol based on the model the person with practical application techniques provide. That will be a good start to repairing a system with models that is becoming out dated. It is time that we think and act out of the box.

A SUPER STUPID PLOT

Hey Everybody I am back.
I have taken some time off from my blog page while my eye healed from a cornea transplant. I have been listening to the news and observing this circus called the American political system. I have to first say thank you to my Sister-in law for her comments and encouragement to get me back in the mix .  I want to thank my brother for giving me direction and pressing me to define my beliefs. He is truly one of the most intelligent men I know.
I will start with what I believe is one of the most overlooked and important items that affect our daily lives. The demoralization of the Republican party that is giving power and legitimacy to the radical right wing, which gave birth to the dehumanizing campaign against President Barack Obama in an attempt to result in the violent demise of the 44th President of the United States.
The most recent attack was by former American Vice President Dick Cheney while being interviewed by an organization that has chosen to become the media vehicle for this destructive movement, FOX News. Although disguised as a news channel FOX has made it quite evident that they do not issue news anymore unless it is negative propaganda about President Obama. While on one of fox Propaganda shows December 9th 2009 Vice President Dick Cheney said that President Obama is "giving aid and comfort to the enemy” by having the trial of Al-Qaida terrorists in New York City. Where as I do not agree with giving these terrorists criminal trials in America the term giving “aid and comfort to the enemy” does not apply here at all that terminology used in the United States Constitution Article 3 section 3 to describe treason. Mr. Cheney went on to say about President Obama “This is a guy that does not fully understand or share the view of America’s exceptional nature that most of us share.” This is a serious charge against a sitting President of the United States. Cheney goes on to say President Obama is outside the box of normal perimeters and is more radical than any other president in history. Translation! This is a guy that is a radical traitor and is not an American. Dick Cheney knew exactly what he is implying,
That is just the latest of attacks to dehumanize the President; It began with Jeremiah Wright quotes during the campaign and continued subliminally since he has become President.  Do you remember the New York Post cartoon on February 18,2009 depicting President Obama as an Ape that has been killed “shot “by two white men.

How about Glen Beckkk’s statement: "This president, I think, has exposed himself as a guy, over and over and over again, who has a deep-seated hatred for white people or the white culture, I don't know what it is,'' Beck said on FOX & Friends "I'm not saying that he doesn't like white people. I'm saying he has a problem. This guy is, I believe, a racist.

Or what about this headline: Glenn Beck contributed to the GOP effort to kill President Obama's plan for health care reform. (Interesting choice of words) The fact is that Obama does not have a health care plan.

These type of incidents are too numerous to mention all of them.

The Secret Service has gone on record that they are overwhelmed. We have been informed by the Secret Service that credible threats on the life of the President increased by 400%. The fact that people within less than a one block perimeter of where the President was speaking were allowed to carry loaded automatic weapons on August 11th in New Hampshire and August 18th in Phoenix carrying a sign that said: it is time to "water the tree of liberty"—a reference to Thomas Jefferson's reminder that the tree of liberty must be watered from time to time with the "blood of tyrants and patriots." This would have never been allowed when Bush was President.

The people behind this psychological  conditioning are very well protected however they hide in plain sight.(outing them is the topic of an upcoming Blog) They are answering the call of the leader of the “conservative party” and the radical right wing Rush Limbaugh who has commanded he wants Obama to fail at all cost. I end this with the most appalling physiological conditioning yet straight to the point by right wing so called Christians. Tee shirts bumper stickers are selling with the caption:

PRAY FOR OBAMA  PSALM 109.8
Sounds good right..What could be wrong with this? If you are a Christian and ask this question I say “Study to show yourself approved” If you are not a Christian allow me to explain that Psalm 109 is a cry for Vengeance. 109 8 starts like this:

May his days be few; may another take his place of leadership;  May his children be fatherless and his wife a widow. May his children be wandering beggars; may they be driven [d] from their ruined homes, May a creditor seize all he has; may strangers plunder the fruits of his labor. “May his descendants be cutoff.

I believe all this is being orchestrated to psychological condition the extreme right to plot and plan and attempt to carry out an assignation of the 44th President of the United States of America Barack Obama.
I believe that a violent demise of President Obama will result in the beginning of a civil war in America. Speaking with a few Tea Baggers at a recent rally I was informed that the civil war did not end, it is just on a cease fire.

As a part of my job (security management professional) it is my nature to observe profile and report my findings to the corporation that has retained my services. As a talk show host for 4 years (Hawaii and most recently as a guest host on KXNT Sunday show) I learned to use the same technique , observe, study what I observed and profile the information to form a hypotheses which I attempt to explain on air or on a blog. I use only facts to form my opinion.

I have explained this not to plug myself however to explain what I am about to write. Five years ago I was a member of the Republican Party, being a part of the party I was privileged to the insiders’ e mail s and postings I was a vocal part of the party being somewhat moderate. I began to notice a change in the party they began to identify with the far right, the speech became more defensive, aggressive not bases on fact or truth. this really concerned me. After a few conversations with party leaders in Hawaii reading national postings and listening to the talk show hosts, I found that I did not agree with the way the party was clearly heading, most importantly they were not positioning themselves to represent the American people, but to clearly represent the corporations of America. I broke all ties registering as an Independent
My deepest fears about the Republican Party have seemed to come to fruition. They have seemed to fully embrace the radical far right of the party and worse it appears they have adopted a scorched earth policy. Using the radicals to usher in an atmosphere that lacks respect for authority absent of decorum which uncheck will lead to anarchy. Enlisting the assistance of powerful lobbyists groups to form clandestine plans to organize the radicals to appear as grass roots organization and disrupt what should have been a true debate on healthcare reform instead reduced to shouting matches.
The atmosphere the republicans seem to be creating is seriously dangerous for our country.
This week Speaker of the House Nancy Pelosi pleaded with the republicans to lighten the tone of opposition as she and most people who are observing the result of the angry, aggressive irresponsible speeches and actions of the republican party warning it could easily lead to violence . The response from of the republican Minority Leader John Boehner seemed to support the actions of the radicals of his party moving the radicals from the far right fridge to mainstream. Many of these groups want a civil war, most are white supremacists advancing a race war mentality. Caught in the middle are people who are afraid that their race will not be in the majority in the near future and afraid of what that means to them as people. They are good people being hoodwinked by professional hoodlums, manipulated by master manipulators who do not have their best interest in mind.
I ask if Americans are angry as John Boehner said they are why are they angry with the current administration. The administration that caused Americans to lose jobs plunged the stock market, allowed banks to offer adjustable rate loans, bailed out banks and for the first time in American history bailed out an insurance company and finally destroy the American economy was a Republican administration.

Simply the anger is misplaced.

At last someone has said what many of Americans have been whispering since the Obama campaign
If you look at the signs at the Tea Bag march or any of the right wing rallies the pictures and the words from the right wing is not so much about the Health care reform it is a deep seated hate for Obama. The hatred is not of the Democratic Party it is fear that the perceived power the so called great white race has lost its grip. Do not get me wrong it is not all white people it is the ones that are racists at the core.
I have said for years America is extremely racist the laws just pushed the racist actions underground so that on the surface the atmosphere seemed calm but under was a turbulent dangerous fringe that are now bubbling to the surface.
The republicans have created an atmosphere that they now must deal with. They will not separate themselves from it because the fringe has become the base. Corporations like Freedom Now who organized the disruptions at the so called health care debates have created a toxic environment where there are no respect or rules. The media has assisted with the creation of this atmosphere by giving air time to the wing nut fringe and keeping them in the news cycle. One of the organizations that helped finance the Teabag march on Washington on its website is calling for an all out armed revolution against the government and state separation as they quote the civil war did not end it was just a cease fire..
Not only the wing nut fringe is believers in the civil war but members of congress and many politicians agree also The Party of Lincoln is dead and will never be the same, they are loosing members and voters at volume number we are living in a very dangerous time I pray God Bless America . I also am going to keep my powder dry.

TIME TO TAKE IT TO THE STREETS.

I have not blogged in a while I took time to observe the things that were going on in America and in my own life.

The President’s speech on healthcare to the Congress was masterful, all he has to do now is get the intestinal fortitude to tell the republicans that he does not need their vote and stop trying to appease them with the “can we all just get along “crap, the answer is no we cannot. He will not be able to stand in front of Congress and declare “they like me , they really like me “ they do not and never will. If you have viewed the movie Independence Day with Will Smith think of the scene when the President was talking to the alien attempting to make “nice , nice "and he asked the alien “what do you want us to do “? The alien answered ….DIE. That is what the republicans want Obama to do, nothing he will ever do will please them. So instead of attempting to win people over that want to see him dead, I would suggest he represent the people who put him in office. As for the Blue dog Democrats and the democrats that are not on board with the President’s plan We the people need to send them a message “The money the insurance companies give you to run a campaign is great, but you cannot get back into office without our votes”. It is time for them to do something for us the working class people.
Speaking of the working class people it is time for us to get off of the couch get from behind the computer desk and take it to the street (peacefully) we have to attend every rally, write the news paper, flood the conservative radio stations with the facts and flood our representative office with letters ,
During my time off I joined Organize America I volunteered at a rally that Harry Reid held. And I am volunteering at a rally this week I feel a sense of urgency, this reform must pass and the Freedom of choice for American working people must also pass. I want to know that I did my part to help not just sit on the sideline and either reap the benefits, or complain that my healthcare costs have quadrupled if the reform fails and my employer has decided to reduce my pay and increase my work load.
All good men have to do for evil to prevail is to do nothing .

DEBUNKING THE FALSE INFORMATION ABOUT HEALTH CARE REFORM

A single payer health care system would essentially be a government handout to the uninsured another form of welfare.

A single payer system would result in a number of moral, economic, and cultural benefits . It is not a welfare policy for the uninsured; rather, i t is a policy whose benefits would accrue to all Americans . For example, single payer would save money, improve health, and create a society with more equal opportunity for all Americans. These are the ideals America is based on. there are many services that are provided by the government that can be Seen as “handouts.” The recent bailout of the financial and automotive industries serves as a prime example of corporate welfare. Education is provided by the government to benefit society very few are opposed to it In fact many opposed to the single payer plan used some sort of “public” support to attend college. Similarly, health care should be financed by the government based on a similar belief.

Why should I pay for someone else’s poor health choices? I don’t want to pay for some crackhead’s addiction.

Even if you’re healthy and have private health insurance through your employer, your health care costs are currently subsidized by the federal government through tax exemptions. This is a net loss of hundreds of billions of taxpayer dollars to the federal government, a loss that is financed by all Americans. Single payer would promote healthier lifestyle choices by providing all Americans access to preventive care. Some people are unhealthy because they don’t take ca re of their health, many people are unhealthy because of factors beyond their control , such as genetic predispositions. The strong interaction between environment and genetics makes i t extremely difficult to determine whether poor health can truly be entirely attributable to an individual ’s behavior.Fact: When a person is rushed to the emergency room because of an overdose taxpayers already pay .

Health care should be treated like an individual commodity ‐ it should only available to those who can afford it.

Health care is a basic human need. You can live without individual commodities (like a car, iPod, cell phone, diamonds), but a lot of people can’t live without health care in their everyday lives , and no one can live without health care when they are seriously ill . Health care costs are unpredictable you never know when you are going to get sick or have an accident

We have the best health care system in the world, why change it?

There is no way to objectively measure which health ca re system is the best in the world. The United States, however, does not measure well against other countries. Organization ranks our health care system 37th on overall performance, and 24th on health level attainment. All of these mediocre performance measures are unacceptable, especially given that we spend more than any other nationnin the world per capita on health care. It is true that America offers some of the best t care in the world but only for the select few who can afford it, the fact that a person has health care insurance does not mean they can afford the best service, the insurance company can drop or not pay for healt care that is beyond the coverage amount. Comparable countries with regard to many health indicators . For example, our life expectancy lags behind that of many countries and our infantmortality rate is higher than that of many countries.

The government can’t do anything right and definitely shouldn’t be involved in our health care system.

Medicare is a government‐administered program that, despite its problems, including underfunding, however it is still one of the most efficient and popular social programs in the country. Other effective government programs include the NIH, CDC, social security, FDA, HLS,ADA, and countless others.

I don’t want government‐run health care.

There is nothing about single payer or a robust public option that implies that the government “runs” health ca re. The idea is to give a basic guarantee of access to health ca re to all Americans – clinical decisions are completely left up to the provider. In such a system, health ca re would be publicly financed but privately delivered. Medicare is a government‐run insurance program, but the government does not deliver services, rather the delivery of Medicare services occurs through private providers and hospitals.

Single payer is code for big government, we have been taxed enough I hate big government.

The hidden assumption in this argument is that single payer would somehow require a massive outlay of federal spending. Physicians for a National Health Program recently released a study projecting that single payer health care reform would save the federal government at least $ 3.5 trillion over ten years .

The free market is the best solution to the lack of insurance.
The health care market is fundamentally imperfect.

There is significant asymmetry of information between providers and consumers . A functional free market requires a large number of buyers and sellers . Because of the consolidations of hospitals and insurance companies , there are actually few buyers and sellers of health care in
any given area. In more than 90% of measured areas in the United States , competition is restricted to less than three private insurers . An unfettered free market would price many people out of insurance. In order to provide access to life saving medi cal ca re to all Americans , there is a need for significant governmental regulation of the heal th insurance
industry.

I don’t want single payer because it is socialized medicine.

Single payer itself is not socialized medicine, which refers to medicine that is both financed and delivered by the federal government (where the government owns and operates the entire system). In the U.S., any politically viable single payer solution would not be socialized
medicine as health care delivery would remain private.

America cannot afford a single payer option Obama is spending to much money

America can’t afford to not have single payer. The Institute of Medicine estimates that at least $500 billion is los t annually due to the diminished productivity of our uninsured population, who are less healthy and therefore less able to be productive members of society. Other economic costs include a loss of global competitiveness, unnecessary use of the expensive ER, strain on small businesses, and paying for preventable costly diseases due to lack of healthcare access.

Single payer would create waiting lists.

There is already an infinite waiting list for people who are uninsured in America. Waiting lists in other countries are frequently deployed as a scare tactic. Few, if any, single payer systems have extensive waiting lists for medically necessary procedures.

A FEW GREAT MEN

This week the world said farewell to one of the greatest men in American history: Senator Edward M Kennedy.
Teddy, as he was affectionately known was the youngest brother of the three Kennedy brothers John, and Robert. These three men helped shape America and challenged us to be the best that we could be morally as a nation. Following his brothers challenge to all Americans prior to his assassination "ask not what your country can do for you but what you can do for your country" and his brother Roberts famous saying "Some men see things and say why, I dream things that never where and say why not" As I watched the history of the Kennedy brothers I shed several tears, and could not escape the thoughts of what could have been if not for the worst of Americans destroying the best of America. Senator Kennedy becomes a member of the Health Committee and Judiciary Committee in the Senate, and works on fishery research and development, the NASA Electronics Research Center, and the Northeast Airlines Boston-Miami route.

Senator Kennedy makes his maiden speech to the Senate on the Civil Rights Act of 1964, which was signed on July 2, 1964, and outlawed segregation in public accommodations. 1965
The first major bill that Senator Kennedy managed on the Senate floor was the Immigration Act of 1965. The 1965 Act gave priority to immigrants based on their skills and family relationships. Senator Kennedy passed legislation creating the national community health center program. He joined a health center in Columbia Point in Dorchester, Massachusetts, with a center in Mound Bayou, Mississippi as the start of a national program that now includes more that 1200 health centers nationally serving more than 20 million low income patients.
1967
Senator Kennedy was a strong supporter of the school reforms in the Elementary and Secondary Education Act, the first comprehensive federal aid for public schools. He also made his first speech that openly questioned the Vietnam War.

Senator Kennedy was a strong supporter of the Fair Housing Act of 1968, the third major civil rights legislation of the decade after the Civil Rights Act of 1964 and the Voting Rights Act of 1965.As a result of Senator Kennedy's championing of bilingual education, the Bilingual Education Act of 1968 was passed by Congress. The Act required schools to offer bilingual education programs, the first time Congress had endorsed funding for bilingual education. Senator Kennedy was also a leading supporter of President Johnson’s Omnibus Crime Control and Safe Streets Act
1969
Senator Kennedy gives his first speech calling for national health insurance for all Americans. His amendment creating a minimum tax — the so-called “Alternative Minimum Tax” — becomes law, setting a limit on the amount of taxation for middle-income Americans.
1970
Senator Kennedy amended the Voting Rights Act to lower the voting age to 18, laying the basis for a constitutional amendment moving the voting age from 21 to age 18. He was also a leader in enacting the Occupational Health and Safety Act to protect workers on jobs and the Older American Community Service Employment Act. To ease the high cost of home heating, Senator Kennedy actively worked to create a fuel assistance program for low-income persons now known as the Low Income Heating Energy Assistance Program or “LIHEAP”. Senator Kennedy becomes Chairman of the Senate Health Subcommittee. He held a series of field hearings around the country on national health insurance, and is a leader in passing the National Cancer Act to expand research on all aspects of cancer. Inspired by the civil rights movement in the United States and because of his growing concern over British policy in Northern Ireland, Senator Kennedy joins Senator Ribicoff in introducing a Senate Resolution calling for immediate withdrawal of British troops from Northern Ireland and the unification of Ireland, beginning his long involvement with Northern Ireland.
1972
Senator Kennedy champions the Meals on Wheels Act, which offers nutritional meals to homebound senior citizens and the Women, Infants, and Children Nutrition Program, known as WIC, which offers food, nutrition counseling, and health services to low-income women, infants, and children. Kennedy was also a key supporter of Title IX of the Education Amendments of 1972, which protects women from discrimination in educational institutions and increases opportunities for women to participate in college sports.

Senator Kennedy continues to improve legal services and emergency health services for the poor, and improve educational opportunities for persons with disabilities. After the revelation of several life-threatening research projects with human subjects, many of whom were Americans who were minorities, institutionalized or incarcerated, Senator Kennedy’s Health Subcommittee held 11 days of hearings into the ethical implications of human experimentation. These hearings resulted in strengthened regulation of human experimentation and the establishment of the National Commission for the Protection of Human Subjects in Biomedical and Behavioral Research. After the CIA-backed military coup that toppled democratic government in Chile and brought General Pinochet to power, Senator Kennedy leads the fight to cut off U.S. military aid to Chile. Senator Kennedy campaigns for the Democratic nomination for President. He is also a strong supporter of the Comprehensive Crime Control Act and its major reform of federal sentencing standards to end widespread disparities in the sentences of similar offenders.
1985
Senator Kennedy introduces the Anti-Apartheid Act to impose economic sanctions against South Africa in response to pressure that government to end legalized racial discrimination in that country. The Act ultimately won broad bipartisan support in Congress and was enacted into law when Congress overrode President Reagan’s veto.
1986
Senator Kennedy sponsors several bills to assist persons with disabilities, including the Employment Opportunities for Disabled Americans Act, which made work incentives for disabled individuals part of the Social Security Act; the Handicapped Children’s Protection Act, overturning a Supreme Court decision and enabling courts to award attorneys fees to parents of children with disabilities in litigation under the Education Act; and the Education of the Handicapped Act Amendments, authorizing grants for early learning for infants and toddlers with disabilities. In foreign policy, during a visit by Senator Kennedy to the Soviet Union, Soviet leader Gorbachev informed him that he would sign a treaty to prevent the basing of nuclear missiles in Europe, and the treaty was signed the next year.
1987
Senator Kennedy supports a minimum wage increase and also the Welfare-to-Jobs Incentives, which improves the job skills and incomes of low-income persons. In addition, he led the opposition to the nomination of Robert Bork to the Supreme Court.
1988
Senator Kennedy introduced the Fair Housing Act Amendments to extend the law to prohibit discrimination towards people with disabilities in the sale or rental of housing. Kennedy was also a sponsor of legislation that provided funds to all 50 states to raise awareness about the uses of assistive technology to significantly improves the lives of people with disabilities. Kennedy also introduced legislation to require companies to give sixty-days’ notice to employees before closing a plant that would cost fifty or more workers their jobs — the so-called “WARN Act” whose provisions are in effect today.
1989
Senator Kennedy won passage of the National Military Child Care Act, which established the Defense Department’s child care system that is still viewed as one of the best in the country today.
1990
On July 26, 1990, the Americans with Disabilities Act was enacted into law. Introduced by Senator Kennedy, the Act prohibits discrimination against any qualified individual with a disability in job application procedures, hiring or discharge, compensation, advancement or training. Senator Kennedy was also sponsor of the Immigration Act of 1990 to expand immigration quotas to reunite families in the U.S. and to meet economic needs, which was signed into law. Senator Kennedy also introduced, with Senator Hatch, the Ryan White CARE Act, which provides emergency relief to the thirteen cities most affected by the AIDS epidemic, and substantial assistance to all states to develop effective and cost-efficient AIDS care programs, particularly for early diagnosis and home care. Kennedy was also the lead sponsor of the immigration reforms, which increased quotas for family immigration, established a diversity visa program and a temporary safe haven for persons fleeing oppressive governments.
1991
Senator Kennedy was the chief sponsor of the Civil Rights Act of 1991, which strengthened existing protections and remedies available under federal civil rights laws, including the provision of remedies for intentional discrimination and harassment in the workplace. Senator Kennedy also supported a bill to repeal the ban on women serving as combat aviators, making it possible for women to have a full and complete role in our national defense.
1992
As a strong proponent of early childhood education, Senator Kennedy worked to expand Head Start by increasing the number of low-income children served by 25%. His action on the Summer Jobs for Youth Program resulted in a $500 million supplemental appropriation for summer jobs for 300,000 additional youths. Amid serious concerns over the quality of mammography, Kennedy helped pass the Mammography Quality Standards Act to guarantee the safety and accuracy of mammograms and to encourage their use.
1993
As Chairman of the Senate Labor and Human Resources Committee, Senator Kennedy worked closely with President Clinton to expand opportunity for working families.He helped establish the Direct Lending program which allowed the U.S. Department of Education to provide low-cost loans to college students to cover education expenses.. In addition, the Senator sponsored the National and Community Service Trust Act, which created AmeriCorps and the Corporation for National and Community Service to expand opportunities for Americans to serve their communities, including education grants for students who agree to volunteer for service after college.
1994
Senator Kennedy’s leadership brought about the passage of the landmark Family and Medical Leave Act and the School-to-Work Opportunities Act, which provided seed money for local school-to-work programs designed and operated by local business, education, community and labor leaders. He also sponsored the Human Services Reauthorization Act, which expanded funding to communities, put Head Start on a path to reach all eligible children and expanded it to cover pregnant women and young children in the 0-3 age group, and reauthorized the Low Income Home Energy Assistance Program to help families pay their heating bills. Kennedy was also a leader in the passage of the Crime Act, which funded 100,000 new police officers, imposed new penalties for crimes involving gangs or firearms, and created the Police Corps, a program that provides college scholarships for talented young persons in return for their commitment to serve as police officers in their communities. In Northern Ireland, Senator Kennedy strongly supported the issuance of a visa for Sinn Fein leader Gerry Adams to visit the United States, calling it a “rare opportunity for our country to contribute to peace in Northern Ireland.” Over the opposition of the State Department, President Clinton granted the visa, and a few months later the IRA called a historic cease-fire, which Mr. Adams says would not have happened if his visa not been issued. Six weeks later, Protestant paramilitaries announced their own cease-fire. The Senator’s biggest disappointment of his years in the Senate was the adjournment of Congress this year without passing President Clinton’s call health reform legislation.
1996
Senator Kennedy and Senator Nancy Kassebaum sponsored the Health Insurance Portability and Accountability Act, which guarantees the continuation of health insurance coverage for the millions of Americans who change jobs or lose their jobs. Also, Kennedy joined a bipartisan group of Senators to enact the Mental Health Parity bill to eliminate unjust annual and lifetime limits on mental health coverage that differ from the limits for other physical illnesses. Under Senator Kennedy’s leadership, Congress raised the minimum wage from $4.25 to $5.15 per hour.
1997
With Senator Hatch, Senator Kennedy led the successful effort to enact the major Children’s Health Insurance Program, which has brought quality health care to millions of children in low and moderate income families. It is the most significant health care legislation in many years.
1999
Senator Kennedy leads a number of initiatives to assist the hardest to employ. These initiatives provide individuals with adult education, job training, adult education, job placement, child care, transportation assistance and case management, thereby giving many more families the opportunity to leave welfare and start life anew. Senator Kennedy and Senator Jeffords also increased job training opportunities for unemployed and at risk by passing the “Work Incentives Improvement Act.”
2000
Senator Kennedy is the lead sponsor of the Minority Health and Health Disparities Research and Education Act, which addresses the lead to pervasive health disparities between minorities and other Americans, and also included an authorization for significant resources to improve the delivery of health care to minorities. Senator Kennedy and Senator Frist sponsored legislation to improve the nation’s ability to respond to outbreaks of infectious disease, reduce the spread of germs resistant to antibiotics, and protect the country against bioterrorism. Kennedy also sponsored the Pediatric Graduate Medical Education Act, which provides essential support for training programs at children’s hospitals across the country. Senator Kennedy also led the successful effort to provide federal compensation and medical benefits to Department of Energy employees who become ill because of their dangerous conditions at work.
2001
Senator Kennedy works with President Bush to pass the landmark No Child Left Behind Act, which contains substantial reforms to help close the achievement gaps among students in public schools and improve the quality of education for all students. Following the attacks of September 11th, 2001, Senator Kennedy called together disaster relief and mental health organizations to plan a coordinated response to meet the mental health needs of families of victims of the tragedy.
2002
Senator Kennedy was one of the first in Congress to speak out against going to war with Iraq. He was one of 23 Senators who voted against the war and continued to be one of its leading critics. He delivered major speeches over the next few years making the case for ending the war and laying out plans for American withdrawal. Senator Kennedy introduced the bipartisan Bioterrorism Preparedness Act to help the country prevent, prepare for, and respond to bioterrorism and other public health emergencies. Senator Kennedy was the lead Democratic sponsor of the Enhanced Border Security and Visa Reform Act to strengthen the security of our borders and improve our ability to screen foreign nationals and deter potential terrorists. To establish positive ties with the people of the Muslim world, Senator Kennedy and Senator Richard Lugar established a program to provide scholarships for secondary school students from countries with significant Muslim populations and enabling the students spend up to one year living in the United States with American host families. Since the program began, 2,700 students from more than 30 Muslim countries have participated in it.
2003
Senator Kennedy led an effort to provide funds for additional armored Humvees for our forces in Iraq in response to reports that a quarter of American deaths occurred in unarmored Humvees and that many more soldiers had been injured or disabled for life. Senator Kennedy also led the effort to strengthen law enforcement in case of exploitation or abduction of children. His legislation provided funds for AMBER Alert notification systems along U.S. highways, and grants to states to improve communication.
2004
Senator Kennedy was a lead sponsor of bipartisan legislation to reauthorize the Individuals with Disabilities Education Act. The legislation included bipartisan improvements in special education services for six and a half million students in the nation, including 30,000 additional special education teachers, better education training, and expanded technologies for disabled children. Senator Kennedy also sponsored the Project Bioshield Act, to enable medical and biotechnology researchers to create more effective defenses to biological threats.
2005
Senator Kennedy again sponsors legislation to increase armored Humvee production to protect our forces in Iraq and outlines a timetable urging a drawdown of our forces to encourage Iraqis to take responsibility for their future. In the wake of Hurricane Katrina, Senator Kennedy joins in passing emergency funding to assist in the recovery, meets with relief organizations to learn the best ways to implement relief and support services, and sponsors emergency education affected by the hurricane. Senator Kennedy also begins a four-year effort to achieve comprehensive immigration reform, including a legalization program for immigrants who have been working in the United States, a reduction of the backlog of petitions to unify immigrant families, a temporary worker program, and strict security to protect the nation’s borders.
2006
Senator Kennedy sponsors the Family Opportunity Act, which enables states to expand Medicaid coverage for children with special needs and enables low- and middle-income families with disabled children to purchase coverage under Medicaid. For many disabled children, Medicaid is the only health insurance program offering sufficient benefits to cover the required care, such as physical therapy and medical equipment. After the disasters at the Sago and Alma Mines, Senator Kennedy successfully championed major reforms of the nation’s mine safety laws including updated technology for mines, stricter safety standards, and stricter enforcement. Senator Kennedy was also was a lead sponsor of the Pension Protection Act, the largest reform of the pension system in three decades, which strengthened the financial condition of pension plans, improved their transparency, and added new worker and taxpayer protections.
2007
Senator Kennedy led the successful effort to pass the first increase in the federal minimum wage in more than 10 years. His bill raised the minimum wage from $5.15 to $7.25 an hour and helped more than 13 million Americans, including the parents of more than 6 million children. Senator Kennedy renewed the Ryan White Care Act with greater focus on prevention, chronic care, quality of life, and new and emerging therapies. Congress also passed legislation proposed by Senator Kennedy to strengthen FDA’s regulatory authority over drugs after they are approved. The bill was termed by experts to be the most significant strengthening of drug safety in a century.Senator Kennedy’s College Cost Reduction and Access Act authorized the largest increase in student aid since the GI bill in 1944 and established a loan forgiveness program to allow more college graduates to go into public service. The Senator held the first Congressional hearing on Iraqi refugees, and was the lead sponsor on legislation granting special immigrant visas to Iraqis who worked with U.S. forces. Following an immigration raid on a factory in Massachusetts, Senator Kennedy worked with the Department of Homeland Security to develop guidelines on humanitarian screening for workers arrested in such raids.
2008
Senator Kennedy worked with Senator Enzi, with the help of Senator Mikulski, to pass the Higher Education Opportunity Act, which reauthorized the Higher Education Act for the first time in a decade. This legislation focused on four major areas: expanding grant aid for the neediest students; addressing the ethical scandals in the student loan marketplace; simplifying the application process for Federal financial aid; and holding colleges more accountable for their costs. After more than 10 years of effort, Senator Kennedy and Senator Domenici worked together to enact the Mental Health Parity Act, requiring insurance companies to provide benefits for mental illnesses equal to the benefits for physical illnesses and assuring equity for 113 million Americans. Senator Kennedy also led the enactment of the Genetic Information Nondiscrimination Act, prohibiting insurers and employers from discriminating against people due to their genes.
2009
Senator Kennedy championed the health and employment provisions of the American Recovery and Reinvestment Act, which included incentives for the adoption of health information technology, provisions to expand access to unemployment insurance and to help those who lose their jobs to keep their health insurance, and investments to improve the quality of health. Senator Kennedy was also a leader in passing the Lilly Ledbetter Fair Pay Act to restore workers’ ability to fight pay discrimination, the first major legislation signed by President Obama. In addition, Senator Kennedy and Senator Hatch, led the enactment of the Serve America Act, which expands service opportunities for Americans of every age. Senator Kennedy has long been a leader in seeking to strengthen federal hate crime law. In 2009, the Senate passed the Matthew Shepard Hate Crimes Prevention Act as part of the National Defense Authorization Act, and is working to see that this long-overdue legislation is finally enacted into law.Senator Kennedy’s Health Committee was also the first committee in Congress to pass comprehensive health reform legislation called for by President Obama — the Affordable Health Choices Act that will reduce health costs, protect individuals’ choice in doctors and plans, and assure quality and affordable health care for all Americans.
